In 1990, Melvin joined Cementation (one of the leading foundation contractors in the UK) from the Defence industry where he was Project Manager of several new radar guidance systems for missiles and aircraft.

At Cementation he managed the research and innovation for the company and developed a department dedicated to providing various forms of foundation testing, geotechnical instrumentation and structural monitoring.

Amongst the notable developments are automation of static load testing, automation of several aspects of CFA piling, driven instrumentation and several innovative pile installation methods and methods for capacity enhancement. He has numerous patents to his name.

From the data retrieved from approximately 4,000 pile load tests under his supervision, a pile behaviour model was formulated which includes the Cemset® and Timeset® analysis methods to characterise pile behaviour in time and under load. These were the subjects of Melvin’s Doctoral thesis at Imperial College.

Dr. England is recognised as an authority on pile behaviour and pile testing, often commissioned as an expert consultant and has been involved and chaired committees on the formulation of updated specifications for static load testing in the UK and Europe.

In 2001, Melvin set up Loadtest Ltd, and joined forces with Loadtest Inc. to dedicate his efforts to promoting the bi-directional form of testing as well as the completely automated top down load testing.

With over 20 years of technical and management experience, driving through business and technical improvements and innovations while drawing together specialist from various fields of engineering.
